Problem: WebUpdater can't connect to internet

Likely cause: Firewall blocking the older WebUpdater app, since it's an old binary.

How to fix: Allow WebUpdater through Windows Firewall (Settings → Windows Security → Firewall → Allow an app). Pause antivirus temporarily. WebUpdater uses old-style HTTP that some modern security suites flag.
